This money comes from other student's tuitions.
WHERE DO YOU WANT YOUR MONEY TO GO?
As far as we know, the reinsurance policy at colleges such
as MIT occurs under a
traditional application for "need-based financial aid," not withdrawals from
other students' tuitions. Since a gay ROTC student had his scholarship revoked
in the 90s and the insurance policy was created, no student has needed to take
advantage of it. The policy is designed to protect gay students from financial
risk.
ROTC scholarships typically pay most or all of the costs for students, many
of whom would otherwise receive financial aid. Since straight students far
outnumber gay students, the cost to the university of giving scholarships to
gays is far less than the inflow of ROTC scholarships.
